Order and Chaos (Tic Tac Toe Variant)

In this Tic-Tac-Toe variant, both players can play as both Xs and Os.

Rather than choosing X or O, one player is Order and the other is Chaos!

Order wants to create order by getting five-in-a-row (either 5 Xs or 5 Os). Chaos wants chaos by stopping all five-in-a-rows.

Of course, the goal is to push students to examine the strategy. What rules can they follow to make sure that they win?
